Built on OHS-TPI — the Trust Preparedness Indicators
If your system depends on people reporting, disclosing or cooperating, this assessment measures whether they will — and shows where institutional confidence is quietly deteriorating.

Biosecurity Recovery Audit
Built on OHS-BRA — the Biosecurity Recovery Audit
After an outbreak, incident or major exercise, this audit asks the question an after-action review misses: what state of preparedness has this actually left behind?
- Classifies each finding as a preparedness Deficit, a Restoration or a Dividend
- Produces a Recovery Gap Register — with named owners, actions and review dates
- Two stages: an Initial Recovery Audit at stand-down, and a Recovery Review 6–12 months on

One Health Governance Review
Built on the Recovery Gap, governance-latency and interoperability frameworks
A cross-institutional review of a specific biological-risk system — surveillance, food traceability, vector control or cross-sector escalation — that maps where information and responsibility fail to connect.
- Maps the visibility, intervention and governance gaps across the system
- Locates where governance latency occurs — and who owns each part of the problem
- Recommends an escalation architecture that can be designed before the emergency, not during it

04 · Business case
Prevention Investment Case
Built on the OHS Prevention Ledger
Prevention proposals rarely fail because the argument is weak. They fail because the benefit is deferred, spread across parties who did not pay, and impossible to see in the accounts. This engagement builds the case in a form a finance function can interrogate.
- Traces the chain from spending to capability, risk change, outcomes and economic consequences — with the evidence behind each step classified and the counterfactual stated
- Produces low, central and high scenarios, so the case is judged on its range rather than a single flattering figure
- Maps who pays, who benefits and who carries residual risk — including the payer’s own ratio alongside the society-wide one
- Records the material effects that have not been monetised, rather than letting a reader assume they are zero
For: agencies, programmes and consortia preparing a funding case for surveillance, vaccination, laboratory or preparedness investment — or scrutinising one they have been given.
